The facility condition index
The facility condition index (FCI) is deferred maintenance divided by what the building is worth to replace — a construction cost per square foot for its type and class, times its floor area. Low single digits is good, the teens are poor, and above thirty a building is a candidate for replacement rather than renewal. City of Emberline runs an FCI of 2.6% across 3 of 4 buildings.
Which building first
Capital planning starts with sequence, so the ranking is ordered by condition rather than by cost. A large building with a small problem is not the same as a small building with a large one, and dollars alone cannot tell them apart — which is what an FCI is for. A building with no published construction cost keeps its row and states why, rather than being dropped from a portfolio review.
What an appropriation buys
There is no reserve fund here and no assessment to levy: when the money is not there, the work waits and the deferred maintenance backlog grows. The assessment prices that directly — $651,513 a year clears the backlog by 2055, against $0 appropriated today. That figure is the capital request a facilities director defends to a council.
Where the prices come from
Every system carries its unit cost, its escalation rate and the basis for that rate. Where a price is set by the analyst rather than taken from a published table, the document says so on the line rather than leaving a reader to assume a source.
